  I. About the consultation service

  Guangdong Compulsory Education Project (GDCEP) has entered the implementation stage. In order to fulfill the organization and implementation of the Inclusive Education, Guangdong Provincial Department of Education plans to employ a consulting agency to undertake part of the organization and implementation of the Inclusive Education.

  The Inclusive Education involves a large number of project counties (cities, districts) and project schools. The foundation of inclusive education is relatively weak, the project implementation period is long, and the project is highly professional. Consulting agency is introduced to undertake research, training, provide professional guidance for project schools, carry out research on guarantee system and pattern of the Inclusive Education, and provide professional support for the organization and implementation of the project.

  II. The specific contents of the consultation service are as follows:

(i)

Policies of inclusive education

Through the study of laws, regulations and policies of inclusive education, to establish the concept of inclusive education.


(ii)

Physical and mental characteristics and evaluation of students with special needs

Through the study of physical and mental characteristics of students with special needs, teachers can master some assessment skills. To help teachers understand students' learning starting point, advantages and disadvantages, and development potential in detail, so as to ensure teachers to make reasonable learning plans for students.


(iii)

Inclusive education curriculum and individualized education program

Through the study of the nature, types and overall structure of inclusive education curriculum, to understand the national curriculum standards, master the skills of curriculum implementation, and reasonably formulate and implement individualized education programs for each student.


(iv)

Teaching design and implementation of inclusive education

Through the study of the theme design, teaching design and activity organization form of inclusive education, teachers can complete the compilation of the teaching design of the subjects according to the course contents, students' characteristics and the actual situation of the teaching environment. The teaching activities can be carried out scientifically and reasonably in various forms such as individual guidance, group teaching and collective teaching.

Behavior guidance and class management of students with special needs

Through the analysis and study of the causes of common behavior problems of special children attending regular classes, to master the guidance strategies of common behavior problems, plan the teaching environment reasonably, provide effective learning strategies for students with special needs, and do well in class management.



(vi)

The use and management of resource classroom

Through the study of the teaching function and use method of the resource classroom equipment for special children attending regular classes, to do well in the environmental planning of the resource classroom scientifically, do well in the use and management of the resource classroom, and provide various professional support and consulting services.

  Notice:The training time includes the registration and evacuation time which meet the requirements of the policy.

  iv. Carry out round guidance

  To provide full staff training for the project school at least once, training contents (including but not limited to): overview to inclusive education, physical and mental characteristics of studentswith special needs, individualized education program, differentiated teaching and counseling, etc. To provide on-site guidance for the project school, no less than 1 time per semester, each time no less than 1 working day.

  v. Carry out research of specific topic

  Combining with the investigation and project implementation, the implementing agency should carry out the research on the system and pattern of guarantee service of inclusive education, and form the Research Report on theSystem and Pattern of Guarantee Service for Special Children Attending Regular Classes, providing the basis for formulating and improving policies for the inclusive education in Guangdong Province.

  III.Deliverables and delivery time

  This task will begin from the date signing the contract, and end on June 30, 2023 (the closing date). In the first year (365 days from the date signing the contract), the implementing agency should complete the investigation research, develop training course, undertake provincial training, and complete the yearly round guidance; in the second year (365 days from the second year), the implementing agency should complete the yearly round guidance; in the third year (from the third year to June 30, 2023), the implementing agency should complete the yearly round guidance and the project research. All deliverables must be in both English version and Chinese version.

  Deliverable No.1: The implementing agency should provide one paper and one electronic version of the Research Report on Guarantee Service for Special Children Attending Regular Classes and deliver not later than 60 days after signing the contract.

  Deliverable No.2: The implementing agency should provide one paper and one electronic version of the Training Course Contents of Security Service for Special Children Attending Regular Classes and deliver not later than 90 days after signing the contract.

  Deliverable No.3: The implementing agency should complete the provincial training and submit one paper and one electronic version of the Report on Provincial Training Work; issue the Certificate of Extended Education to the trained teachers after training and deliver not later than 356 days after signing the contract.

   Deliverable No.4: After completing the round guidance of the first year, the implementing agency should submit annual work summary, photos etc. and deliver not later than 390 days after signing the contract.

   Deliverable No.5: After completing the round guidance of the second year, the implementing agency should submit annual work summary, photos etc. and deliver not later than 755 days after signing the contract.

   Deliverable No.6: After completing the round guidance of the third year, the implementing agency should submit annual work summary, photos etc. and deliver not later than July 25, 2023(within 25 days after the closing date of the task).

   Deliverable No.7: The implementing agency should submit one paper and one electronic version of the Report on the Research on the System and Pattern of Guarantee Service for Special Children Attending Regular Classes and deliver not later than March 30, 2023.

  IV.The qualification requirements of the consultation serviceon consulting agencies are as follows:

  i. The consulting agency possess the independent legal entity.

  ii. The consulting agency should have the ability and experience in the research of the inclusive education, the training for teachers of inclusive education, and the guidance of the inclusive education. The consulting agency should have a clear understanding of the project, and put forward reasonable proposals on the quality standard of the results and the presentation effect. The consulting agency should have strong ability of project organization and management, and ensure the work be done on time.

  iii. The project leader in charge of the project must have the working experience of the inclusive education, and have the ability to coordinate the implementation of relevant projects. The number of core team members participating in the project must be not less than 5, including no less than 3 people are engaged in inclusive education and highly experienced (3+ years) of inclusive education experience.

  iv. The training team should organize the training according to the relevant requirements of the current training policies and regulations of government and public institutions, and ensure the safety of trainees' meals, accommodation and transportation during the training period; make attendance records and register the class hours for the trainees in the information management platform for continuing education of primary and secondary school teachers in Guangdong Province.

  The interested bidders should pay attention to the policy about the conflict of interest in Paragraph 1.9 of the Guidelines on Selection and Employment of Consultants by the World Bank’s Borrowers (January 2011).

  Consultants can not be combined in the form of consortium or consulting subcontract agreement to strengthen their qualifications. The selection of consultants will be conducted in accordance with theSelection Under a Fixed Budget method (FBS) in the Bank's procurement guidelines for consultants. The project budget is 2.75 million Yuan. The final consultant training institution will be awarded a lump sum contract.

  The letter of interestand relevant documents include:1. Introduction of consultant; 2. Certificates of qualification and honors; 3. Certificates of capabilities of key personnel and description of project experiences; 4. Description of similar projects undertaken and supporting documents.
