  I. About the consultation service

  In order to fulfillthe organization and implementation of Guangdong Compulsory Education Project (GDCEP), Guangdong Provincial Department of Education (GD DoE) plans to hire a consulting service firm to provide full-time consultants to provide professional support for the organization and implementation of the project. 

  The consulting servicefirm shall complete all tasks according to the output specified in the TOR to ensure that the project implementation meets the relevant requirements of the World Bank and China in terms of quality, safety, progress and supervision according to international practices.

  II. The specific contents of the consultation service

  The consultingfirm should provide consulting services to the owners from the date of signing contract to June 30, 2023. During this period, the consulting firm is required to use all necessary methods to complete the following work and services. (All deliverables must be in both English version and Chinese version)

  A. Project management consulting

  a. Assist PPMO to formulate annual work plan and adjustment scheme of the project mid-term plan.

  b. Draft semi-annual and annual project implementation reports and project completion summary report (completion report), and put forward opinions and suggestions on disposals for relevant issues in the Aid Memoir of the World Bank Implementation Support Mission.

  c. Provide project management consulting technical support to PPMO and Country Project Management Offices (CPMOs), carry out project management training, and assist PPMO to revise the Operations Manual.

  d. Monitoring and evaluation. Collect and review the data provided by CPMOs, monitoring units and sub-project undertaking agencies, monitor and evaluate the project implementation according to the project result framework, form the monitoring and evaluation report, and put forward improvement measures.

  e. Resettlement and social assessment. Assist PPMO in internal monitoring and management of resettlement and environment to ensure that the implementation of the Project meets the requirements of Resettlement Action Plan, Environmental Management Plan, relevant Chinese environmental laws and regulations, and social and environmental security policies of the World Bank, and prepare the implementation reports of Resettlement Action Plan and Environmental Management Plan (which can be regarded as a section of the overall project progress) .

  B. Finance management consulting

  Provide financial management consulting services to PPMO and CPMOs, and put forward specific opinions and suggestions on the handling methods of daily accounting matters.

  a. Assist PPMO in daily accounting, review the data of financial statements, and summarize and prepare semi-annual financial report and annual financial plan.

  b. Assist PPMO to to complete the annual audit work.

  c. Review the financial data of each CPMO regularly.

  d. Assist PPMO to submit various statistical forms and explanatory documents on the use of counterpart fund according to the requirements of relevant domestic departments, and carry out performance evaluation on the use of counterpart fund.

  C. Procurement management consulting

  a. Assist PPMO to prepare the procurement plan, provide suggestions on the contract lots and schedule, and assist PPMO to prepare the technical requirements and the terms of reference.

  b. Assist PPMO to review the relevant documents in the process of competitive bidding, including bidding documents, records of pre-bid meeting, appendix and bid evaluation report, provide modification opinions for the technical parts of bill of quantities, technical specifications, design drawings and cost estimation; assist PPMO to review the bid evaluation report prepared by the bidding agent, review the modification scheme and put forward suggestions.

  c. Review the procurement activities of the project, which belong to the post review contract, to ensure that no wrong procurement occurs and could get No Objection by the Bank's post review.

  d. Assist PPMO in contract management and solve the problems in the process of contract management; assist PPMO to establish management files and record the process of contract implementation.

  D. Construction management consulting

  a. Guide CPMOs to go through the approval procedures for construction projects.

  b. Guide each project county (city, district) to prepare the terms of reference of survey, design and supervision.

  c. Put forward opinions and suggestions on the disposals for difficulties encountered in the project bidding of survey, design and supervision in each project county (city, district).

  d. Put forward opinions and suggestions on the disposals for the disputes occurs during the contract execution.

  e. Assist PPMO to inspect the construction projects carried out by the project counties (cities and districts).

  E. Translation consulting

  a. Translate documents, letters and other materials related to the World Bank and the project implementation.

  b. Provide translation for both the World Bank Implementing Support Mission Team and related training carried out by PPMO.

  c. Daily liaison with the World Bank and GD DRC and GD DoF.

  III. The qualification requirements of the consultation serviceon consulting firms  

  A.The consulting firm should have the ability to bear civil liability independently, have good commercial reputation and perfect financial accounting system, have the necessary equipment and professional technical ability to perform the contract, and have a good record of paying taxes and social security funds according to law.

  B.The consulting firm should have successfully (service 100% completed or at least 80% completed) performed at least 3 contracts for project management consulting service since Jan. 1, 2014, each with contract value of not less than CNY4 million. In similar tasks, there should be no major illegal record, no bad record, no negative social impact, and no serious complaints from the owner of the management project.

  C. When the consultants work in Provincial Project Management Office (PPMO), the office space, furniture, printing (copying) equipment, network, etc. will be provided by PPMO. The mobile office equipment, documents and reference books required for the work shall be provided by the consulting firm.

  D. The consulting firm shall solve all kinds of travel transportation and accommodation by itself (the transportation and accommodation expenses of the business trip arranged by PPMO shall be covered by PPMO).

  E. All experts/consultants will be required to work daily in PPMO by the owner. The consulting firm shall ensure the stability of consultants, and shall not replace the consultants at will. If it is necessary to replace the consultants, the consent of the purchaser shall be obtained; if the purchaser considers that the consultants are incompetent, the consulting firm shall replace the consultants in time.

  We now invite eligible consultingfirms to indicate your interest in providing the services. The interested consulting firms shall contact the owner unit and provide the relevant evidentiary materials (including company profile, company qualifications, project names of project management consulting service which have been successfully performed since Jan. 1, 2014, service contents, contract results, contract amount, owner contact, and similar supporting documents like copies of contracts, acceptance reports etc.).

  The consulting firm will be selected according to the Quality-and Cost-Based Selection method set out in the Guidelines on Selection and Employment of Consultants by the World Bank’s Borrowerspublished by the World Bank in January 2011.The policy about the conflict of interest in Paragraph 1.9 of the Guidelines on Selection and Employment of Consultants by the World Bank’s Borrowers is applicable.
